INTRODUCTION:
The Department of City Development actively works to enhance the community by expanding the tax base, attracting employment opportunities, improving the City’s housing stock and the quality of life for its citizens.
POSITION PURPOSE:
Under the supervision of the Manager of Neighborhood Enhancement, performs property maintenance inspections of commercial and residential properties and issues legal orders to secure compliance with city building, zoning, and related codes.
Essential Duties
ESSENTIAL DUTIES:
This inspector's main objective would be focused on inspecting residential, rental, commercial and industrial properties, both interior and exterior, for code compliance.
Inspections will be conducted as a result of receiving complaints, by proactive outreach and by a structured canvassing of all areas of the city.
Notifying owners of violations of the City Building and Zoning ordinances and securing compliance with these ordinances.
This may require meeting with the property owner and explaining the written orders, if requested.
Enforces the Racine Zoning Ordinance and makes investigations and decisions regarding zoning complaints.
Maintains records and prepares reports.
Provide testimony, under oath, in municipal court regarding building and zoning code violations.
Maintains a consistent and reliable attendance record.
Assist the Manager of Neighborhood Enhancement in his/her duties and performs related work as assigned.
ENVIRONMENTAL/WORKING CONDITIONS OF POSITION:
Air-conditioned office environment.
Rental unit environment Possible exposure to inclement weather while performing inspections.
Qualifications
MINIMUM QUALIFICATIONS:
High school diploma or its equivalent, with an Associate Degree or 60 college credits in a related field.
Must possess a valid Wisconsin driver's license and have both a good driving record and reliable transportation.
The ability to obtain the International Property Maintenance Code (IPMC) certification within 24 months of hire.
KNOWLEDGE, EXPERIENCE, SKILLS AND ABILITIES REQUIRED:
Ability to interpret and apply state and local laws, and ordinances relating to building, sanitation, and zoning.
Ability to explain laws to the public and establishes and maintains effective public relations.
Ability to establish and maintain effective working relationships with staff, city departments, and community agencies.
Ability to perform visual inspections of private buildings and lots.
Ability to speak publicly regarding property maintenance issues.
Working knowledge of computers and software, including word processing and database programs.
Knowledge of the materials, methods and techniques used in building construction.
Ability to recognize faulty construction or hazardous conditions created by deterioration.
Ability to read and interpret building construction plans and specifications and to recognize deviations from such plans in the construction process.
Ability to enforce regulations firmly, tactfully, and impartially.
Ability to express oneself clearly and concisely, orally and in writing.
Knowledge and ability to work efficiently with computers and Microsoft software.

Automobile, computer, ipad, phone, cell phone, copy machine, flashlight, tape measure, and other related inspection equipment.
