62 per hour Position Summary and Job Duties The Executive Assistant prepares administrative support for multiple aspects of disaster or emergency planning, mitigation, response, and recovery for Kenosha County, businesses, and citizens.
Submitting grant applications and implementing the requirements when the grant is awarded.
Implementing and utilizing software applications as emergency management agencies identify them.
Planning and executing training programs in cooperation with the Director and other agencies and County departments and working with the public.
Additional responsibilities include fielding everyday issues that are consistent with budget management, processing invoices, office management, and telephone traffic.
• Create and update disaster/emergency plans consists of planning for chemical releases/spills, weather-related events, and general hazard preparedness, including planning exercises and training • Research information that is to be contained in the plan which includes emergency contact information, transportation routes, vulnerability zones, chemical safety information, floor plans, and shelter sites • Implement and utilize software applications as they are identified by emergency management agencies and train others in their use • Plan and execute training programs in cooperation with the Director and other agencies and County departments • Coordinate with the public for outreach, training, and during disaster response • Update contact lists, databases for Emergency Operating Center Activation, resource lists, municipalities, current elected officials, and first responder lists • Assist with application process for grants for emergency management planning, chemical planning, preparedness training, and various equipment needs • Organize various meetings, create agenda, and take meeting minutes • Manage emergency management finances and office supplies • Responsible for testing various Emergency Operating Center equipment • After local or regional disasters, assist in collecting information to be delivered to the Wisconsin Emergency Management (WEM) for determination of Governor’s submission to the President • Assist with short and long term recovery efforts with municipalities, agencies, businesses, and citizens in gathering information and submitting paperwork • Update annually or as changes are needed for Countywide Strategic Plan, Severe Heat Plan, and Severe Winter Weather Plan, 24 Emergency Support Functions for the Comprehensive Emergency Management Plan, recovery plan, and FEMA Hazard Mitigation Plan • Prepare and enter invoices, payments, and accounting entries into accounting system to be processed • Perform account reconciliations and prepare financial reports • Answer telephone calls and resolve issues or forward appropriately • Serve as primary back up to Executive Assistant assigned to the Sheriff and Chief Deputy • Represent the Kenosha County Sheriff’s Department in a professional manner • Perform other work as required or assigned Success Factors • Knowledge of Emergency Management principles; hazardous and extremely hazardous chemicals; applicable Federal and State statutes, mandates, regulations, and requirements related to Emergency Management; Kenosha County Sheriff’s Department policies and procedures • Knowledge of E-grants and grant administration; fundamental accounting practices; basic mathematical calculations; general ledger accounting practices; and good financial management • Ability to organize self and office to meet schedules and deadlines of the work; work independently and with limited oversight to meet deadlines and follow oral and written instructions • Ability to listen, communicate and convey information and regulations clearly either over the phone or in person • Ability to remain professional and courteous at all times and exercise good judgement in stressful situations while working with municipalities, businesses, agencies, and citizens; communicate clearly, concisely, and respectfully, both orally and in writing, with law enforcement personnel and the public • Ability to devise methods and procedures for handling unusual or complex situations and assignments • Ability to work with numerous agencies in ensuring a qualify plan in the event of an emergency or disaster following mandates/statutes • Ability to initiate and complete projects and programs; compile data from a variety of financial applications and reports; and compare, differentiate, assemble, classify, compute, post, and tabulate data to complete quarterly/annual grant reporting • Ability to work respectfully in a diverse and inclusive environment • Skill in performing a variety of duties, often changing from one task to another of a different nature; handling multiple procedural processes simultaneously; providing customer service to customers in a timely manner and in crisis-like situations • Skill in using office equipment, including computer, calculator, scanner, phone, and fax machine;
